Stimulus, recessulus, or depressulus. Call it what you will, but it's all porkulus to me.
It's stimulating if you're the one who gets to spend it!

Not all spending is stimulative.
For example, providing money for additional municipal needs does not stimulate the economy in any appreciable way.
